Supporters of a fledgling Wyoming program that offers health insurance to low-income people say they don't believe state lawmakers gave it a fair shake before voting this week to cut funding. Sen. Charles Scott, a Casper Republican, is chairman of the Senate committee that considers health issues. He's worked for several years to establish Wyoming's Healthy Frontiers Program to try to rein in soaring Medicaid costs. There are now just over 100 people enrolled in the program. The state pays into participants' health savings accounts and encourages testing and preventative medicine. Lawmakers this week agreed not to continue funding for Health Frontiers after June. Some critics say program enrollment has been disappointing and say the state shouldn't follow the federal government's lead in funding public health programs.
