The controversial San Joaquin Valley Water Reliability Act could stop at President Obama's desk. The president's senior advisers say they'll urge him to veto the bill, which would halt several environmental protections on Northern California rivers. The U.S. House passed the bill Wednesday and now it moves on to the Senate where it's expected to face more resistance. The legislation designates more water for farmers but restrains the federally funded San Joaquin River restoration project and many of the state's environmental laws.
