$500,000 Settlement Payment By Wyoming in police restraint death case near Cheyenne

a federal lawsuit filed by relatives of a Denver man who died while being restrained by state Highway Patrol officers has resulted in a 500 thousand dollar settlement by the state of Wyoming. Bruce James Weigel died when troopers restrained him after a traffic accident near Cheyenne in 2002. A federal judge dismissed the lawsuit in June after the state paid the settlement. Weigel's relatives charged that a trooper put weight on Weigel's back while he was handcuffed on the ground. An autopsy found the 42-year-old Weigel died because he couldn't breathe. Bryan Ulmer, a Jackson lawyer representing Weigel's relatives and his estate, says the settlement requires the state attorney general to inform every law enforcement agency in Wyoming about the case.
