"Active shooter" response taken in Casper killings

Officials say last week's massive police response to killings at Casper College shows the evolution of officer tactics since the 1999 school shooting at Columbine High School in Colorado. Approximately 33 officers from various agencies swarmed the Casper College campus as police first assumed an "active shooter" was at work. In the Columbine shooting, two students killed 13 others before committing suicide. Police there had followed the then-standard tactic of establishing a perimeter before advancing toward the gunmen. Casper District Attorney Mike Blonigen said Monday that the awareness police developed after the Columbine massacre helped direct the response at Casper College. Police say 25-year-old Christopher Krumm killed his father, 56-year-old James Krumm, at Casper College before committing suicide. Police say Christopher Krumm earlier had killed 42-year-old Heidi Arnold off campus.
